Letter to the Editor: Reply to “Homeless Encampment” at Higganum Cove

I am writing in response to a letter published by HK-Now on April 24, 2025.

Even if Connecticut General Assembly HB-7033 – which seeks to decriminalize homelessness – becomes law, Haddam will not be overrun by the homeless at Higganum Cove or any other town property. Haddam did not have a serious homeless problem before the Supreme Court June 2024 ruling permitting localities to outlaw sleeping and camping in public places. We don’t have one now, and we won’t because of HB-7033. To suggest otherwise is simply alarmist.

I am not here to argue the merits or impact of HB-7033 although the bill does not, as the letter implies, legalize theft, substance abuse or unsanitary conditions. In order to solve homelessness, we need policies based on fact-based research with proven outcomes. We need people across the political spectrum to come together and develop cost-effective, innovative approaches.

As a preserve, the Cove is a precious resource for all of Haddam and future generations. It honors our history and preserves scenic tidal wetlands and trails with access to the Connecticut River. It should be celebrated and not presented as some kind of potential danger.
