Student Loan Assistance and Recycling/Redemption Improvement

Submitted by State Sen. Norm Needleman

(August 16, 2025) — The following updates have been provided by the office of State Senator Norm Needleman:

Student Loan Assistance

The Connecticut Office of Higher Education has announced that its Student Loan Reimbursement Program is now open for applications. This program provides up to $5,000 annually and a maximum of $20,000 over four years to eligible applicants meeting service and income requirements.

Connecticut residents with outstanding student loans, who have lived in the state for at least five years, and who graduated from Connecticut higher education, and who earn under $125,000 individually or $175,000 for a married couple, and who have performed at least fifty hours of volunteer work since 2024, are eligible. You can access the application portal here.

Recycling/Redemption Shows Improvement

After Connecticut passed a new law in 2021 to double the redemption value of drink containers and expand the number and varieties of those collected, the Container Recycling Institute reports that the effort has successfully raised redemption rates. Bottles and cans were returned at a higher rate in 2024 than in 2023, with 65% of containers reportedly returned last year, up from 44% the year before. The increase suggests that more recycling is taking place to benefit the state and reduce litter and waste. The figures could increase further, as redemption rates rose to 77% in the final three months of 2024, according to the CRI report.
