RSD 17 Board of Education Sets Referendum Date for High School Renovation Proposal

(August 19, 2026) — The Regional School District 17 Board of Education has scheduled a referendum for September 24, 2026, seeking voter approval for a comprehensive “Renovate-as-New” building project for Haddam-Killingworth High School (HKHS).

Addressing Needs

The current high school facility is now more than 50 years old.  Since 2021, reports have identified needs that impact the safety, accessibility, and educational quality provided to students.

  • Safety and Security: The facility lacks a fire suppression system, features unsafe traffic circulation, and has a “hidden” main entrance that complicates security.
  • Code Compliance and Accessibility: Current conditions violate ADA and Title IX requirements, including non-compliant ramps, entries, and locker room facilities.
  • Educational Environment: Outdated mechanical systems, poor energy efficiency, inadequate ventilation, and learning spaces that do not support modern 21st-century educational standards.

The “Renovate-as-New” Solution

The Board of Education has endorsed a “Renovate-as-New” Plan for HKHS. This approach is designed to refurbish the existing building to ensure the entire completed project has a useful life comparable to that of new construction.  Meeting the standards set forth in this statute allows the district to apply for reimbursement from the state.

The plan focuses on refurbishing the existing building to modernize the facility and preserve features, including the TV Studio, Auto and Wood Shops, Auditorium, Fieldhouse, and Pool. The project includes modernized science laboratories and flexible learning spaces.

Project Costs and Financial Strategy

The total project cost is estimated at $151.9 million. Through partnership with local legislators, the District has secured a commitment for an estimated $74.8 million in state funding, reducing the net local cost to taxpayers to an estimated  $77.2 million.

Community Engagement

The Board of Education encourages residents to stay informed and participate in the democratic process. Informational forums and a public hearing will be held at the High School Auditorium:

  • Saturday, August 22, 2026: Facility Tour at 9:30 a.m.; Information Session at 10:00 a.m.
  • Tuesday, August 25, 2026: Public Hearing at 5:30 p.m.
