Killingworth Board of Assessment Appeals Special Meeting September 12th

Submitted by Matthew Stillman, Carolyn Anderson, Todd Blewett

(September 1, 2023) — There will be a Special Meeting of the Killingworth Board of Assessment Appeals (BAA) on Tuesday, September 12, 2023 from 6:00 p.m. to 8:00 p.m. at Killingworth Town Hall for the sole purpose of hearing appeals related to assessments of motor vehicles on the October 1, 2022 Grand List (July, 2023 tax bills).

How Motor Vehicles are Assessed:

In accordance with §12-71d of the Connecticut General Statutes, the Town uses the NADA (National Auto Dealers Association) Appraisal Guide for motor vehicle values.   All vehicles are assumed clean retail and average mileage.

How to schedule a hearing:

No advanced appointments; walk-in only.  Appeals will be heard in order of arrival.

What to bring to the hearing:

  • Your July 2023 tax bill;
  • The subject motor vehicle(s) for inspection by the members of the BAA;
  • If you cannot bring the vehicle, you will need to explain why it is unavailable and bring photos that clearly illustrate the condition and mileage of the vehicle;
  • Any other documentation to support your claim. Keep in mind: You are appealing the value as of October 1, 2022.

NOTE: Any photos or other evidence you bring to your hearing will become the property of the BAA.  We encourage you to keep copies of any information you supply.  Photocopies of your information will not be made at the time of your hearing.

What happens next:

An ‘Action Letter’ with the Board’s decision will be sent to you within one week of the decision.

If you are unable to attend the September 12, 2023 meeting, contact the Assessor’s office immediately at (860)663-1765 Ext.506 or AssistAssessor@townofkillingworth.com.  It may be possible for the Board to arrange additional meetings for hearings, but sufficient time is required to satisfy statutory notice requirements to arrange for that accommodation.
