CSP: Five New Haven Police Officers Turned Themselves in to Troop F Westbrook

(Middletown November 28, 2022)—On November 28, 2022, five New Haven Police Officers turned themselves in to State Police Troop F – Westbrook for violations of CGS 53a-64, Reckless Endangerment in the Second Degree and CGS 53-20 (a)(2), Cruelty to Persons.

After a lengthy investigation, arrest warrants were submitted for the arrests of:

Officer Oscar Diaz, DOB: 05/31/1968
Officer Ronald Pressley. DOB: 10/24/1966
Officer Jocelyn Lavandier, DOB: 03/08/1987
Officer Luis Rivera, DOB: 12/20/1981
Sgt. Betsy Segui, DOB: 03/01/1982

Each of the five arrested have posted a $25,000 bond and are scheduled to appear at GA 23 on December 8, 2022.

On June 19, 2022, the State Police Central District Major Crime Unit was requested by New Haven State’s Attorney John P. Doyle, Jr., to investigate the injury to prisoner Richard Cox. The New Haven Police Department was transporting Cox to a detention facility when he was injured during transport.
