Summary of Haddam Board of Selectmen Meeting, September 2025

(September 12, 2025) — The regular meeting of Haddam’s Board of Selectmen on September 8, 2025, was called to order by First Selectman Robert McGarry at 6:30 p.m. at the Old Town Hall, 30 Field Park Drive, Haddam. Selectmen Kate Anderson and Peter Baird were present.

From the First Selectman:

The Planning and Zoning Commission has recommended 300 Saybrook Road (Rossi property), 59-61 Cedar Lake Road, and 439 Saybrook Road (fire station) as possible sites for the Town Garage. This issue will be on the ballot for the November 4, 2025 municipal election in question and Yes/No answer format, as follows:

  • Shall the Town Garage be relocated to 439 Saybrook Road, Fire Department property?
  • Shall the Town Garage be relocated to 59-61 Cedar Lake Road, WFS gravel pit?
  • Shall the Town Garage remain at its current location at 300 Saybrook Road (Rossi property) and 103 Depot Road?

The town received six bids for Phase 3 ground remediation of Scovil Hoe, ranging from $2.4 million to $3.6 million.

In Haddam Neck, Verizon is waiting for cable to connect the antenna array to ground equipment. In Tylerville, the new cell tower was approved, and Homeland Towers is scheduled to start construction on the year-long project in October.

The Regional School District 17 Board of Education (BOE) has deferred the referendum on the Haddam-Killingworth High School project. The next BOE meeting is on September 16, 2025.

Eighty-three voters turned out for early voting in the Republican Primary for Town Clerk.

The Haddam Volunteer Fire Department, Fire Marshal, and Connecticut State Police responded to a residence on Staba Drive in Higganum. An injured person drove himself to Middlesex Hospital before first responders arrived on scene. The incident is under investigation.

Governor Lamont attended the Haddam Neck Fair.

The drain at Morris Hubbard Road is complete.

Selectman Anderson proclaimed Haddam River Days a success and thanked everyone who helped, including JoAnn and Kristin at the Town Office Building, Rachel and Dawn with advertising, Fire Marshal Chris Gamache, the Haddam Volunteer Fire Company, State Troopers, and the Connecticut Department of Energy and Environmental Protection. She also reminded everyone that the last dates for the Farmers Market are September 10, 2025 and September 17, 2025, and that Haddam-Killingworth Youth and Family Services will hold a Trunk-or-Treat Kids Fair on October 18, 2025, at the high school.

Selectman Baird made a motion to approve the September 2025 tax refunds in the amount of $17,130.186. The motion carried.

Selectman Anderson made a motion to appoint Tim Teran and Peter Baird to the Higganum Cove Preserve Commission and Jennifer Halfinger to the Economic Development Commission. Both motions carried.

Dan Ursini from the Higganum Cove Preserve Commission brought up proposed ordinances, recommending that they be finalized so they can be enforced next summer. This would include priority parking for town residents. First Selectman McGarry agreed to consult with the town attorney.

The next regular Board of Selectmen meeting is scheduled for October 14, 2025 at 6:30 p.m. at Old Town Hall, 30 Field Park Drive in Haddam.
