Town of Haddam to Hold Public Hearing and Special Town Meeting September 19th

(September 12, 2024) — The Town of Haddam will hold a Public Hearing on September 19, 2024 at 6:30 p.m. at the Haddam Volunteer Fire Company Community Hall, 439 Saybrook Road in Higganum for an Ordinance enacting Higganum Cove as a Preserve to be permanently protected AND an Ordinance to establish the Higganum Cove Preserve Commission as a permanent Commission.
Proposed Ordinances: 
Town Ordinance to dedicate the Higganum Cove as a preserve to be permanently protected.
Be it ordained by the Town Meeting of the Town of Haddam held on –/–/2024 that the town of Haddam intends to permanently protect the property known as Higganum Cove, assessor map block, lot 14/003 (19 Nosal Road)  bounded and described in vol. 164, page 614 of the Haddam Land Records, and therefore dedicate said property as a permanent preserve in accordance with CGS Title 47 – Land and Land Titles Chapter 822 – Section 47-42e.The Town Clerk shall record in the land records a description of the property, the date of dedication and the Town Meeting action that authorized such dedication.
Town Ordinance to establish permanent Higganum Cove Preserve Commission.
Be it ordained by the Town Meeting of the Town of Haddam held on –/–/2024 that a Higganum Cove Preserve Commission is hereby established pursuant to C.G.S. § 7-148, under the following provisions:
Higganum Cove Preserve Commission
Statutory Authority
A Higganum Cove Preserve Commission is hereby established in accordance with C.G.S. § 7-148.
Responsibilities
  1. The Commission shall be responsible for the general management, control and maintenance of the Higganum Cove Preserve and shall make such rules and regulations as it deems necessary governing the use of and care of the park.
  1. The Commission shall supervise the implementation of the Higganum Cove Master Plan with the goal to make the Higganum Cove a town preserve open to the public and to be used for passive recreational and educational activities while protecting the outstanding natural attributes of the Cove connecting the Higganum Creek to the Connecticut River.
Membership; Terms of Office
  1. The Commission shall consist of seven residents of the Town of Haddam, who shall be appointed by the Board of Selectmen of the Town to serve for a term of three years, except as stated in the following subsection.
  2. Said members shall be appointed, three to serve until September 1, 2025; two to serve until September 1, 2026; and two to serve until September 1, 2027; Thereafter and starting in September 2026 and each September thereafter, members shall be appointed to serve a term of three years.
Vacancies
Any vacancy may be filled for the unexpired portion of the term by the Board of Selectmen.
Compensation
The members of the Commission shall receive no compensation for their services as such, but shall be reimbursed for necessary expenses incurred in the performance of their official duties.
Annual Budget
The Commission will prepare and submit annually a budget for consideration by the Board of Selectmen and Board of Finance.

Special Town Meeting
Following the Public Hearing, a Special Town Meeting will be held at 7:00 p.m. at the Fire Company Community Hall for the following purposes:

1. To choose a moderator to preside of meeting
2. To appoint the members of the Haddam-Killingworth Recreation Authority (H-K Recreation Authority) for the fiscal year 2024-2025: Peter Christopher, David Law, Jason Lonergan and Emily Kyle.
3. To establish an Ordinance to dedicate the Higganum Cove as a preserve to be permanently protected (details above)
4. To establish an Ordinance to establish the Higganum Cove Preserve Commission as a permanent Commission (details above)
5. To approve the transfer of the remaining Subdivision Open Space parcels of land in the Chatham Lake Subdivision on Silver Spring Road, including the dam and Scovil Reservoir, being Assessor’s Map 22, Block 13, Lots #11, 77, 78, 79 and Map 35, Block 13, Lot 80, from the Town of Haddam to the Chatham Lake Homeowners’ Association, Inc.
6. To fill the vacancy for a Board member on the Regional School District #17 Board of Education
